The South Hampshire sessions of the SE Plan Inquiry will be at Chichester on 23rd-25th January, at the Chichester Park Hotel, Westhampnett.  All of the participants statements can be read on the EiP website at http://www.eipsoutheast.co.uk/participants under sections 8Bi, 8Bii and 8Biii.  SHUV has a seat at the first two of these sessions, and will be promoting the opinions in our submissions i.e.

-          80k dwellings is too many for South Hampshire

-          The area has significant environmental constraints

-          A high proportion of this is for in-migration which will take any skilled jobs, leading to an increase in inequality for the already deprived

-          The SDA’s will not lead to the trickle-down approach of economic wellbeing that PUSH hopes

-          Infrastructure must come first (not just promises of infrastructure)

-          Regeneration must come first ( and be education led, not housing led)

Proposed Development of 26 New Brighton Road:
 "Consultation" Wednesday 17 January 5.30-7.30pm, Emsworth Community Centre Church Path

 Churchill Retirement Living are exhibiting their Latest Plans to Redevelop 26 New Brighton Road as Sheltered Accommodation. This so-called "consultation" follows the rejection by HBC of Churchill’s first planning application last year. Please come along, ask questions and make comments on the designs of the proposed scheme. 

Details of Previous scheme applied for and rejected in 2006 will be posted soon.


Havant Borough Council Public Consultation; 15th January  at 2pm and  22nd January at 7pm.
Havant Borough Council will be holding sessions for members of the public to put relevant questions to the Council’s Executive Members.  There are over 200 services that are provided by Havant Borough Council to its residents and these will be discussed and explained.
Also during these sessions the Council’s budget will be explained and it will help you to get an idea of how the funds are spent.  Each member of the Council’s Executive will be presenting a short introduction to what they do for the Council and we are also hoping to have a member of the County Council present.
  Both sessions will be held in the Council Chamber at the Havant Borough Council offices, and will last in the region of 2 hours.
 Even if you do not wish to ask a question yourself, you may like to come along and hear what others have to say, and understand more about how the Council functions.
 If you would like to attend either of these events, please email
carole.samuda@havant.gov.uk. We are hoping to accommodate all who want to come but if numbers are such that we cannot allow everyone to attend, then places will be assigned on a ‘first come first served basis’.

Vast development in South Hampshire threatens The Solent
An official report by Scott Wilson associates, published this month said the need for new waste water treatment infrastructure in south Hampshire is so great that if new facilities do not come online in time, then the location, timing and even the number of extra homes for the area may have to be changed. Thursday 28 September
Following a public meeting on the 25th September many points of objection have been raised to the outline planning application to develop the A27 site between the A27 and the railway in Emsworth.

NHS threat to St Richards. It has recently emerged that the plans have been developing since last March and the public has been kept deliberately uninformed despite lip service being given to ‘transparency’. Visit the Support St Richard's website for full details.

Planning applications have been made for a vast new Tesco in Havant. The ERA will be investigating the potential threat to other businesses in the area and reporting our findings in The EMS and on this site. Meantime have a look at the plans HERE. Sunday 23 July

Following a massive rally in Chichester on Saturday 22 July with more than 7000 people attending, a packed meeting at Emsworth Community Centre heard how the campaign to prevent the downgrading of St Richard's hospital is progressing.

Consultant Microbiologist Marjory Greig explained the economic problem of finance , saying how hospitals in the south of England were only allowed to charge the government 80% of the cost of treatment where hospitals in the North were allowed to charge 120%. St Richards had manged to cut costs to 90% of the NHS price list rate but this was not enough to balance the books.

Marjory Greig also emphasised the importance of a full accident and emergency department for other services such as:
A downgraded St Richards would also lose the ability to attract top doctors and would no longer be able to train GP's

Emsworth GP Dr James Collings-Wells and our MP David Willetts explained other consequences of the changes.

All the speakers emphasised the importance of a massive sustained campaign and asked as many people as possible to write to the new NHS south east coast authority at the following address to express their views on the proposals.

Also please write to our Hampshire authorities to express your concern for services in our area and the problems they will have with coping with the extra demmand produces by loss of services at St Richards. This is particularly a concern because of the news of staff cuts at the QA in Portsmouth.

Initial Save St Richards information: June 2006

As a result of proposed Government re-organisation, St Richard’s Hospital faces being downgraded to a cottage hospital or even closure. The decision may be made within six weeks. We at Emsworth Surgery believe St Richards is key to the quality of health care you are receiving. Your local hospital has been rated the South East’s Top Hospital in 2005 and also been given the most consistent Top Hospital award based on its performance. Its downgrading or closure would be a huge loss.

WE URGENTLY NEED YOUR HELP.

Please tell your friends and write or email your local M.P.  We must ensure we can continue to offer YOU a service second to none. Every letter or email really does count. Lack of action now could result in our local health service changing forever.

This is some of what we will lose if St Richard’s is down-graded:

The 'local' Primary Care Trust (PCT) is to make a presentation to the Borough Council Environment and Community Scrutiny committee, looking at the Emsworth Victoria Cottage Hospital, Havant War Memorial hospital, and the Oak Park development.   This part of the meeting is to be held in the Council Chamber, and is open to the public, and after the item, the committee will adjourn to Committee Room 1, to continue its meeting (also in public!).  There will be little chance to say anything but In view of the development about possible closure of St. Richard's, w-e in Emsworth should try and keep up the pressure, by having a good representation in the public seats.

MASSIVE HIKE IN HOUSEBUILDING FOR THE SOUTH EAST?

 

A Government-commissioned report published on Tuesday 18th July puts forward options for increases in housebuilding up to 60 per cent above levels proposed in the South East Plan. 

That would imply up to 340,000 extra homes in England’s most built-up region over the next 20 years, over and above the 580,000 already put forward for the South East. It would mean further loss of large areas of countryside, more climate-changing greenhouse gas emissions, more road and rail congestion and further strain on the already-stretched water supply and sewerage systems.

CPRE’s  South East Regional Director Edward Dawson said: ‘A house building level of over 30,000 new homes per year would change the region for all time – and greatly for the worse. The capacity and the desire to do it just isn’t there.

 ‘The South East stands on a precipice. It can either go for all out growth, as is suggested by the consultants who wrote this report, or it can choose a more sustainable route.’

 The South East Regional Assembly has also issued a strong protest. [3]

 The new report considers options for building between 4,100 more homes a year and 17,100 over and above the 28,900 per year set out in the current draft of the South East Plan.

 The consultants’ report, commissioned by Secretary of State Ruth Kelly’s Department for Communities and Local Government and the Government Office South East, comes at a critical time for the South East Plan, which will shape the region’s development for the next two decades.

 A public consultation deadline ends on Friday this week. There will be an Examination in Public starting in November before a Panel of Inspectors. The South East Plan will be finalised in 2007, with Government effectively having the last word on its contents.

 Edward Dawson said: ‘The Assembly carefully considered options for growth before submitting their draft plan to the Government and for public consideration. There really is a limit to the amount of development the South East should be expected to take.

 ‘The Government should look at the potential and resources across England as a whole, which should include making better use of the swathes of homes, buildings and derelict land that lie unused.’

 Consultants Roger Tym & Partners were commissioned to examine options for additional housebuilding in the region ‘above and beyond those put forward in the South East Plan’, with input from senior civil servants from several departments.

 The new options are based on two ‘go for growth’ approaches. In one there is no constraint on the growth in the number of households in the region. In the other, the number of new homes is dictated entirely by the rising number of jobs.

Edward Dawson said: ‘This just goes to show that protecting the environment in this crowded, highly pressurised region – which still retains large areas of beautiful countryside – is the critical part of the equation. The consultants’ report sets out the further massive damage which would be done by this additional growth in an already stressed South East.’
