    Since the Emsworth Ambulance Responders Scheme went live at the end of July 2006, they have had a very busy time. By the end of March 2007 there will have been more than 150 emergency calls made to the ambulance service, from the area. Community Responders News

    Public Meeting to discuss proposed NHS 'reforms'

    Tuesday 30 October 7.00 PM in St James Church, Church Path, Emsworth.

    At a well attended meeting a panel from the West Sussex Primary Care Trust and St Richard's Hospital together with David Willetts MP described the proposed changes and listend to the views of over 200 members of the public from Emsworth and further afield.

    Multidisciplinary Response Team

    A talk on the role of the multidisciplinary response team was given at the last QGM. This explained the way that the team which operating from the former Cottage Hospital links with GPs, carers and Social Services to support those who can be treated at home. This resulted in a large number of questions most of which were answered at the time. Elizabeth Emms later supplied answers to the remaining questions. These are posted on our website and paper copies will be available at the next QGM for those who are interested.

  • Patient asked to walk downstairs by Ambulance crew for H&S reasons - patient died the next day? A: Ambulance crews undertake a clinical assessment of the patient and make decisions based on clinical need and not just a manual handling issue and all front line crews are provided with a series of lifting, manual handling aids to reduce the actual lifts that they used to encounter so the Ambulance Service would be disappointed if they inappropriately made a elderly patient walk. The Ambulance Service would be happy to look into this and would need dates and times to ensure it was an emergency crew and not a private provider of patient transport
  • The results of a Community Nursing Patient Satisfaction Survey that was carried out earlier this year have been supplied

    A27 site planning application August 2007

    This project has reached the stage of new applications which is coming in stages. This application is for the site access road but it includes information about proposed uses of buildings on the site. Internal link to previous application, for the service station and hotel/pub. This has been withdrawn as there are problems with the pub which is opposed by the highways agency.

    Screening of 'An Inconvenient Truth' in Havant on 4 June

    The event at Havant Art Centre was attended by almost 80 people. The event was reported in 'The News'on Monday June 11.
    The screening was organised by Havant Friends of the Earth.

    In a panel discussion following the screening Jean and Richard Hedley from the Hampshire and Isle of Weight Wildlife Trust (HWT), described how the trust was working to devise a strategy to enable both people and wild life to cope with changes in climate.

    In particular they listed; the availability of freshwater, the realignment of the coast and the redistribution of living things. Emphasis was changing from preserving individual species in specific areas to creating and maintaining a series of linked habitats in which species could migrate as the climate changed.

    They were highly critical of the planned urban growth, including intensification of existing urban land uses, at or below current and predictable coastal flood levels, implied in the PUSH strategy as reckless and unsustainable.

    Land South of Eastbound Petrol Service Station, Emsworth Bypass (A27 Site) Revised Application

    There is some confusion as to the last date for comments on this application. The list says 23rd May but a 'spokesperson' said we have until mid June'

    This application is for the construction of a petrol filling station and restaurant, 84 bed hotel with access and egress from the A27; and creation of a 3 metre wide cycle/footway to Washington Road.

    The Emsworth Residents' Association is not against the principal of putting a service station, restaurant and hotel on this site with access from Washington Road for workers at the site and for pedestrian visitors to the restaurant. However, we believe that certain conditions are essential for the protection of residents in the vicinity. These are:

  • Put up 3metre bund earth mound all round the buildings with shrubs on top as on north side site.
  • Hide site, as far as possible, from the A27T with the earth bank, trees and shrubs.
  • Keep the height of hotel with ground floor and first floor only (this appears to be what is planned.)
  • Under no circumstances should approval for this site have any features which will allow access other than by the proposed cycle /footpath into Emsworth.
  • The number of hotel rooms proposed is too high and should be reduced.
  • It is essential to ensure that site drainage does not cause problems in the Westbrook.
  • The drainage system built should be for this site alone and no provision made for other unspecified future development not specified in this planning application.
  • Management of the SUDS drainage system must be an agreed part of the forward plan with guarantees of maintenance for the life of the site.
  • The possibility of parking problems in Washington Road as a result of site visitors should be considered and possible solutions proposed.
  • It should be noted that the site drawings were not available on Havant Borough Council website at the time of writing and therefore there may be other issues to be added to the list above.

    Thanks to all the residents (nearly 200) who attended the meeting on 18th April to express their concern about unsuitable development threatening the character of Emsworth.

    1. writing objection letters
    2. attending HBC Development Control meetings or
    3. assisting with collecting ERA Subscriptions.
    We will be contacting those concerned as soon as possible to tell them about the next steps in the campaign and how they can get involved.

    However, many people could not get to the meeting or were unable to sign the circulated sheets because of the large number of attendees.

    Wimpey Homes in Oak Tree Drive.

    Site Plan

    On 28 March the planning application by George Wimpey Homes have to build houses on this site has been registered. The site is designated for housing in the Local Plan and therfore development cannot be refused outright. However it will be subject to detauiled scrutiny and there is a possibility of acheiving some alterations.

    The number of houses has increased to 68 and half are 4 bedroom houses!

    The Local Plan has an allocation for 55 houses on this site.

    Send your comments to the Havant Borough Council development control committee. The deadline will be posted here as soon as it is known but uoyu will probably haver about 4 weeks. If you send a letter it would be very useful to let the ERA know what you have said so that this information can be utilised during the forthcoming planning application.     Proposed development at 97 Havant Road Emsworth.

    The development consists of five 2 bed flats, one; 1 bed flat and four 'cottages' - two bed semi-detached houses. All squeezed into the 0.112 hectare plot. That is a density of 89 dwellings to the hectare or 36 to the acre.

    This was the site where the trees in the front garden dissappeared very suddenly before the house was sold (see The EMS 30-1 January 2007 P4) Without removing those trees the car parking spaces required for this number of bedrooms (19) could not have been fitted in.

    The land along the north side of Havant Road is very poorly drained and residents of the surroundign houses are very concerned about further disturbance of the water table.

    Developments in Emsworth: 26 New Brighton Road, North of Oak Tree Drive, 50 Bath Road and 58 Horndean Road

    A spate of applications is being received to build flats and houses in Emsworth. These come on top of major developments already under construction in the New Brighton Road area. If they are approved they will add up to a sea change in the character of Emsworth.

    Every application that is approved makes it more difficulrt to resist the next one. There are no less than four substantial applications pending at this time. Monitoring and commenting on development proposals is not made any easier when the notification process is subject to errors, delays and ommissions. Because of these the ERA is now directly monitoring the application details on a daily basis.

    Doorstep Crime: Information from Trading Standards

    There have been a number of cases in the Andover, Alton, Southampton and Eastleigh areas, of callers who are falsely purporting to be from Social Services. These incidents amount to, at least, offences of attempted burglary. There is concern that this may lead to a growing trend.

    We would ask that older people are encouraged to check the identity of all callers carefully. Staff or volunteers visiting older people should be conscious of wearing and showing their ID and encouraging the people they visit to request to see it.

    The South Hampshire sessions of the SE Plan Inquiry was held in Chichester on 23rd-25th January.

    All of the participants statements can be read on the EiP website at http://www.eipsoutheast.co.uk/participants under sections 8Bi, 8Bii and 8Biii.SHUV has a seat at the first two of these sessions, and will be promoting the opinions in our submissions i.e.

  • 80k dwellings is too many for South Hampshire
  • The area has significant environmental constraints
  • A high proportion of this is for in-migration which will take any skilled jobs, leading to an increase in inequality for the already deprived
  • The SDA’s will not lead to the trickle-down approach of economic wellbeing that PUSH hopes
  • Infrastructure must come first (not just promises of infrastructure)
  • Regeneration must come first ( and be education led, not housing led)
